Senior Buyer

KEY ACCOUNTABILITIES

• Provide significant input to contracting and procurement strategy formulation, orders issuance, contract development & execution management, forecasting contract value utilization, support in risk identification & assessment.
• Performs the primary role in pre & post purchase award activities for medium to high complexity tenders which include purchase order preparation, contract drafting, ensuring that technical, administrative and contractual materials are explicit and correctly captured and drafted to achieve a coherent set of documents which forms an unambiguous and manageable contract.
• Lead and manage engagement with PETRONAS or regulatory bodies.
• Proactive engagement and management of tenders with stakeholders.
• Lead cost savings efforts and negotiations to achieve cost savings and cost avoidance.
• Ensure consistency in documentations ensuring compliance with PPS, regulatory requirements and internal procedures.
• Conduct training and provide guidance to Buyers on C&P process, governance, PETRONAS Procurement Standard (PPS) and procurement ERP system.

REQUIREMENTS AND QUALIFICATIONS

• Possess at least a bachelor’s degree in any field from recognized universities/academic institution.
• Possess a minimum of seven (7) years of experience in oil & gas industry plus a minimum of 5 years’ experience in contracts development and management in the Oil and Gas industry including developing contracting strategies, contract execution up to contract close-out/ post award contract management.
• Experience in guiding buyers on multiple projects across multiple locations.
• Sound knowledge of contractual Terms & Conditions and procurement ERP system.
• Knowledge of upstream contracts and procurement for Operations & Maintenance
• Negotiation, Communication, Managing Interface, Planning and Organizing, Computer (MS Office, MS Project, etc,)
