  • Responsible to the Marine Manager in controlling the day-to-day operations of Offshore Marine Terminal Offshore Support Vessels (OSV) managed by the respective business unit, 3rdParty’s OSV and Marine OSV activities at COMPANY designated Supply Base
  • Full time Marine Representative at COMPANY Head Quarters
  • Oversee the safety, operations and maintenance management of the FSO and field OSV on a day-to-day basis.
  • Support the inspection and check functions on OSVs.
  • Support offshore marine related matters, as required.
  • HML Marine Representative for OSV Operation KPIs.
  • Preparation of OSVs to support Offshore Terminal Custody Transfer operation.
  • Oversee all aspects of marine operations including but not limited to.
    • Preparation and communication of 30-, 60- and 90-day OSVs scheduling to support COMPANY Platforms requirement.
    • Preparation and communication of 30-, 60- and 90-day Tanker scheduling to support COMPANY Platforms requirement.
    • Offshore Crew Change planning via FCB & OSVs.
    • Marine Logistics supply base planning for the turnaround of support vessels to support COMPANY field requirement.
    • Supervision and preparation of OSVs Annual Maintenance Planning including unplanned and breakdown maintenance.
    • Ensuring validity of OSV Trading Certification, CLASS and Flag State Certification.
    • Manager COMPANY offshore Marine CSR ROTA.
    • Validity of Charter / Contract for Offshore Support Vessels (OSV) managed by the respective business unit, 3rdParty’s OSV.
    • Attend Asset Department Morning Call and IOP Monthly meeting.
    • Attend Regulator Marine operation and Logistics Meeting.
    • Assist as Technical Evaluation Team in Marine Contract.
    • Assist Vetting Superintendent conducting, PMI, Sea/DP Trial, OVID, OVMSA Audit and inspection. 
    • Function as Logistics Chief during weekly IMT, reporting to IC.
  • FSOs/OSVs Operations: Supervising and coordinating OSVs operations, including voyage planning, deck/underdeck cargo handling, and supply scheduling.
  • Safety and Compliance: Conducting inspections, audits, and risk assessments to maintain compliance with flag state and international regulations.
  • Maintenance and Repairs: Managing Plan and Unplanned OSVs, ensuring no disruption to offshore platform support.
  • Crew Management: Ensuring the availability of a skilled and motivated contractor crew.
  • Communication and Coordination: Collaborating and coordinating with stakeholders to ensure effective communication and smooth vessel operations.
  • Technical Expertise: Keeping up to date with industry developments, regulations, and emerging technologies.
  • HML’s Marine Operations HQ representative for OSV HSE and operations matters.
  • Company HQ Representative is responsible for monitoring and facilitating of marine HSSE and operations for HML’s FSO and OSV.
    • Provide cross checking function on Contractor’s site activities.
    • Provide inputs into the Annual Marine Management Plan for all HML operated FSOs and OSVs.
    • Review HSSE, operations and integrity matters for the FSOs and OSV under HML’s charter and provide recommendations for improvements. Ensure safe and efficient operations for all marine activities undertaken by HML.
  • Responsible for site implementation of HML’s Annual Marine Management Plan to improve and/or enhance the HML’s Health, Safety and Environment culture and operational performance on FSOs and OSVs.
  • Liaise closely with Contractor’s representative (FSO Master and OSV Master) and to provide advice and support in managing HSSE and operational issues.
  • Support COMPANY Marine CSR interfacing with the OIM and/or designated, as required.
  • Monitoring of FSOs Production, Crude inventories, Crude Quality (BS&W + Hg), sampling and liaise with COMPANY Marine CSR & HML KL Production Manager for Tanker Lifting Planning (Operating / Provisional / Planning Month).



  • Preferably Master Mariner or Chief Engineer, or
  • Holder of Minimum Class II Deck Officer or Oil Engineer of a Steam/Motor Vessel (minimum) preferable with Oil Tanker Endorsement, or
  • Degree in Logistics Management with minimum 10 years’ experience in OSV Company or O&G Company. 
  • Experienced in the Marine and Offshore Oil and Gas Industry with proven service in a supervisory position particularly within the marine operations function. Preferred experience in FSOs and OSVs operations and maintenance. Held the position of FSO Master or Operations Superintendent in an FSO/crude/product tanker/OSV environment.
  • At least 5 years of Sea going experience. 
  • Good understanding, knowledge and experience of ISM, ISPS, SOLAS, MARPOL, Marine Operations, OVID, OCIMF OVMSA2, ISO14001 & OSHAS18001. 
  • At least 10 years’ experience in a senior position in offshore marine terminal operation, marine tanker operations, marine offshore terminals and OSV operations.
  • Minimum 5 years sailing experience preferably on tankers or offshore supply vessel.
  • Good knowledge on Classification rules and marine / local legislation.
  • Be fully conversant with marine best practices, relevant safety regulations, work permit systems, risk assessment tools etc.
  • Familiar with industry marine assurance systems and processes.
  • Experience in administering competency assurance training programs.
  • Experience in auditing of marine facilities and support vessels. Knowledge of OCIMF (SIRE and OVID) and IMCA (CMID) preferred.
  • Ability to demonstrate all the necessary written, verbal and computer skills necessary to develop, amend and comment on documents meaningfully in the English language.
  • Preferred previous experience in planning and supervision of special surveys, dockings and in particular those that relate to tankers or floating production vessels and offshore support vessels.
  • Minimum COC Class II with 5 years’ experience on Crude/Product Tanker, LNG Carrier with final position as Chief Officer.
