Manager, Asset Operations Procurement – Peninsular

DUTIES AND RESPONSIBILITIES

• For overseeing the procurement activities of the necessary goods and services required to always ensure availability of contracts while maintaining adherence to PETRONAS Procurement Standard (PPS), other regulatory requirements and internal procedures.
• To lead and manage senior buyers and buyers under his/her section.
• To lead and manage stakeholders, regulatory bodies, state government and PETRONAS’ requirement for medium and high complexity tenders.
• To identify and initiate process and system improvement to increase work efficiency and adherence to governance.

KEY ACCOUNTABILITIES

1. Developing and implementing procurement strategies ensuring improvement and optimization of work scope promoting work efficiency.
2. Identify and lead contracting and procurement strategy formulation, contract development & execution management, forecasting contract value utilization, risk identification & assessment, performance excellence.
3. Ensures that the procurement process aligns with company’s strategic goals contributing to the overall operations and maintenance of the asset.
4. Lead cost savings efforts and negotiations to achieve cost savings and cost avoidance.
5. Ensure consistency in documentations ensuring compliance with PPS, regulatory requirements and internal procedures.
6. Conduct training and provide guidance to Senior Buyers and Buyers on processes and procurement ERP system.
7. Identify training needs for Senior Buyers and Buyer in his/her section.

REQUIREMENTS AND QUALIFICATIONS

• Possess at least a bachelor degree in any field from recognized universities/academic institution.
• Possess a minimum of ten (10) years of experience in oil & gas industry plus a minimum of 7 years’ experience in supervisory role in the contracts and procurement department in any industry.
• Has vast experience in developing contracting strategies, contract execution up to contract close-out/ post award contract management
• Experience in coordinating procurement team on multiple projects across multiple locations.
• Sound knowledge of contractual Terms & Conditions and Commercial Contract Law
• Knowledge of upstream contracts and procurement for Exploration/ Drilling/ Wells/ Projects/ Operations & Maintenance
• Negotiation, Communication, Managing Interface, Planning and Organizing, Computer (MS Office, MS Project, etc,)
