The HSE Lead Specialist (Drilling & Wells) reports to the HSSE Liaison Manager and responsible:
- Planning, implementing, monitoring, and supporting all Health, Safety, Security, and Environmental (HSSE) matters within the assigned asset.
- Develop and maintain HSSE policies, procedures, and guidelines to support day-to-day operations onshore and offshore teams, as well as supporting functions, ensuring compliance with HSSE standards and regulatory requirements.
- Identify, assess, and mitigate HSSE risks across the asset, working collaboratively with onshore and offshore teams to enhance risk awareness and cultivate a Human Performance Improvement as a generative HSSE culture.
- Provide professional HSSE leadership, technical expertise, and guidance to line functions, demonstrating assurance that HSSE risks and performance are being effectively managed within the assigned scope.
- Lead, oversee, and execute HSSE plans and programs, and work cross-functionally to promote HSSE awareness and drive ownership of HSSE responsibilities within the workforce.
- Monitor and track HSSE training, competency development, and compliance, ensuring personnel meet required competency levels in accordance with company and regulatory standards.
- Drive continuous HSSE improvement initiatives within the asset, proactively identifying opportunities to enhance performance, strengthen controls, and elevate overall HSSE culture.
KEY ACCOUNTABILITIES
- Lead and manage HSSE Liaison Team resources to support the operational needs of Drilling and Wells.
- Serve as the primary HSSE advisory authority, providing subject matter expertise across all assigned Drilling and Wells activities, ensuring alignment with corporate HSSE objectives and regulatory obligations.
- Oversee, coordinate, and communicate with offshore HSSE operations personnel, ensuring effective execution of HSSE functions with support from relevant HSSE SMEs.
- Plan and deploy appropriate HSSE resources and personnel to provide day-to-day operational support for Drilling and Wells. Coordinate HSSE activities within the designated scope to support the achievement of HSE performance targets, incident prevention, lessons learned integration, and continual improvement.
- Drive the implementation of HSSE goals and expectations across assigned Drilling, Wells, and Mode 2 contractors, in accordance with company requirements and contract obligations.
- Facilitate effective risk management practices, including but not limited to HAZOPs, HAZIDs, Risk Registers, Major Hazard Assessments, Bow-Tie Analysis, Barrier Management, and Environmental & Safety Critical Equipment reviews.
- Assure compliance with company HSSE standards and applicable statutory regulations, applying expert judgement to recommend improvements that enhance HSSE performance across Drilling and Wells.
- Lead contractor HSSE engagement, particularly for Mode 2 contracting, ensuring that HSSE management systems, culture, and expectations are upheld across direct and indirect contractor resources.
- Drive implementation of HSSE controls to ensure that risks to personnel, environment, assets, and reputation are managed to As Low As Reasonably Practicable (ALARP).
- Contribute to continuous improvement of the core HSE Management System (HSE-MS), including review, documentation, and optimization of HSSE business processes through structured review sessions.
- Maintain awareness of existing and emerging HSSE legislation, industry standards, and best practices, and assess their applicability to Project, Drilling, and Wells activities.
- Support Drilling/Wells Managers in developing relevant HSSE performance indicators (beyond corporate-level KPIs), monitor trends, analyze performance, and drive improvements (e.g., LTIs, TRIR, recordable cases, leading indicators).
- Support contractor HSSE management processes throughout the contract lifecycle, from ITB and pre-award stages through execution and post-contract evaluation.
- Facilitate and support incident investigation activities for Drilling and Wells operations, including drafting investigation Terms of Reference, participating in investigations, and supporting cross-asset investigations as required.
- Communicate safety alerts and lessons learned from incidents and ensure their timely dissemination and integration across the wider organization to prevent recurrence.
REQUIREMENTS AND QUALIFICATIONS
- Possess a bachelor’s degree in a relevant field or equivalent qualification from recognized universities.
- Safety & Health Officer (SHO) certification is an added advantage, subject to the requirement of the specific role to be assigned
- Possess IWCF competency training
- Possess at least fifteen (15) to twenty (20) years of experience in auditing and incident investigation, as well as working as a qualified independent professional or in leadership roles such as team leader, supervisor, or manager.
- Able to exercise prudent judgment in carrying out overall responsibilities and assigned activities, with the ability to effectively prioritize and complete tasks within established deadlines.
